What do you mean by "pokedex"
As in pokémon wiki or something?
There's Veekun (apprently the best one but made by that disgusting fuck Eevee), Serebii and Bulbapedia. I haven't checked but I'm guessing the official Pokémon site has a Pokédex, too. Not sure if any of these sites have online apps.
I don't know about off-line apps, because I usually just check Bulbapedia.
