Pansexual just means that they don't have a preference for gender. Also, you have confused gender and sex. Gender is a social construct that relates to how you perceive yourself. Sex is what you are born as. There is more than one gender because different people see things differently, but there are only two sexes–(or more, depending on whether you include intersex people)–because that's how human biology works. A biological male will always be a male, but they can choose to wear dresses or some shit to feel more comfortable with themselves, even if it's cringe.
