I see this type of eye makeup alot of pinterest usually of white slavic girls. Ive been trying for months to figure out what this style is called so i could find tutorials on it but nothing ever give this look a name.

It appears to me that, that makeup draws inspiration from art style that's very similar to that of Vampire Hunter D: Bloodlust or some similar anime by Yoshiaki Kawajiri. Look it up, if you want some reference for attempting to imitate it. Pic unrelated.

It is some type of jirai kei (地雷系). Marked eyebags with a red tone like you have been crying. If you search insta hashtags #地雷系 #地雷女 or #メンヘラ you'll find similar examples.

Many slavic girls though do use this makeup not to fit this edgy aesthetic but to try to look asian, like >>10111 . That's a bit cringe.
