Japan has been known for long time for their figure skating, maybe in connection to that? I also know that they were very interested in European history in the 60s-70s, so that might be another reason why.

I didn't know for sure but yeah I can only assume there was a big fascination with Europe/the west back then, the influence is really obvious in general. Maybe ballet got particular attention because of the costuming and fairy tale-esque storylines.
