It's not, his eyes are hazel, not brown. Hazel can change color with the light and whatever substances he is on. If you meet anyone with hazel eyes you'll notice they can change color theoretically. That's because they have both brown and green hues. If he's high on coke theyd reflect differently.

It's pretty impossible to tell but the other explanation that was rational that didn't venture into retard clone territory is that his facial bloat aside from surgery was due to a steroid drug, meaning health issues.
